Cannot install - Database error during initial configuration

I'm trying to install Moto CMS3 on a Windows Server 2008 and I'm unable to get past the initial configuration.

Environment:

Windows Server 2008
PHP 5.5
MySQL 5.6
Zend Guard LoaderT

The domain setup and the site is configured. When it loads for the first time, it takes me to the install page and prompts me to set up the database like this: 

When there is no schema existing in the database, it gives the error that you see above. The user exists and the password is correct, it just won't connect unless I create the database. If I create the schema before clicking 'Next', it takes me to the next screen that says 'Install Now'. I click 'Install Now' and it momentarily says 'Please wait' before giving me this new error:

So now I have no idea what to do. If I don't have the database, I can't even connect to continue the installation. If I create the database before hand, the installation won't complete because it tries to create a new database with the same name. So how do I get past this conundrum?
