Hello,
You can reach the Preferences using both ways but there are not website configurations there only. There is a list of departments with different options in them.

Website Preferences and Control Panel Preferences both link to Website Preferences
I noticed when I click on Preferences at the top of my template there is an option called 'Website Preferences' and 'Control Panel Preferences'. Are these two unique things because when you click on either one it goes to 'Website Preferences' only.
Or is that the intended design?
