Hello,
You can create an index.html file and code a page with language choice that will redirect visitor to proper page.
Or you can place those objects that appear on all the pages (menu navigation, logo, footer. etc.) to each page to holder 'Page Content'. Please refer to attached image.
This action will make all those objects to appear on each page separately and by creating new page there would not be additional objects any more.
