Website Settings - Google Analytics - HTML Tag - For this field do you include the " before and after" the HTML Code?

Under Website Settings: In Google Analytics. For HTML Field:

Are you suppose to insert the HTML Code with the quotes "before and after" as shown in the copy and paste? or leave them off?  Your example does not show quotes, just code. Please advise.     Thank you
