Scroll function on Pop-ups

I am using pop-ups in my website.  When the user selects a pop-up, it shows over the webpage.  When the user trys to scroll through the pop-up content, the webpage also scrolls.  How can I make it so that when the user scrolls in the pop-up the whole webpage does not move?
