1) Please make sure that Zend Guard Loader is enabled on your server. You can use attached php_info.php file - upload it to your website root folder and open this file on browser. If Zend Guard Loader is enabled, you will see it like on the screenshot below:
If it is not there, please contact your hosting provider and ask to enable Zend Guard Loader for you.
2) Also you can get this message if your server doesn't support recursive php.ini. So you should make sure that php.ini is located in the root on your server and also it needs to be located in these folders:

3) Please re-upload all template files and make sure binary and active transfer modes are enabled
